Hoa Binh University Announces Implementation of Task No.1 under State Project 844

On the morning of May 28, 2025, at Hoa Binh University located at No. 8 Bui Xuan Phai Street, My Dinh II Ward, Nam Tu Liem District, Hanoi, a launch event for the implementation of Task 1 under State Project 844 was held. Hoa Binh University is the leading unit responsible for executing this project.

Overview of the Announcement of the Implementation of Task 1 under State Project 844

The event was attended by key figures from Hoa Binh University including Dr. Nguyen Van Ngu – Secretary of the Party Committee, Chairman of the University Council; People’s Teacher, Assoc. Prof. Dr. To Ngoc Hung – Deputy Secretary of the Party Committee, President; leaders of various units within the University, and members involved in executing the task. Notably, the program also saw the participation of Journalist Le Xuan Trung – Deputy Editor-in-Chief of Tuoi Tre newspaper, along with representatives from strategic partner enterprises of the University.

During the announcement ceremony, Assoc. Prof. Dr. Tô Ngọc Hưng, the President of the University and the project leader, stated that in 2025, Hoa Binh University was approved by the Ministry of Science and Technology to undertake the task “Enhancing specialized capacity for innovative startup enterprises, founders, and co-founders of innovative startups” under code 844.NV01.DHHB.01-25. This task falls under Project 844 (Decision No. 844/QD-TTg dated May 18, 2016, by the Prime Minister approving the “National Startup Ecosystem Support Project until 2025”), aiming to develop specialized capacity for a group of innovative startup enterprises, founders, and co-founders to pioneer and lead in innovative startup activities across various sectors (industrial design, tourism-hospitality, fintech, health, medicine, logistics, e-commerce).

The project involves 13 core members participating in the execution, alongside direct support from a team of experienced specialists and advisors in startup connections and training. During the project’s implementation period until the end of 2025, the project implementation committee will focus comprehensively on deploying 5 main components and 6 specific activities, including:

(i) Defining input and output criteria with startup entities, founders, and co-founders in sectors (industrial design, tourism-hospitality, fintech, health, medicine, logistics, e-commerce) within the project scope;(ii) Enhancing specialized capacity for startups, founders, and co-founders in specific fields;(iii) Connecting startups, founders, and co-founders of innovative startup enterprises with corporations/investor groups to facilitate access to capital and explore product supply opportunities within value chains;(iv) Organizing communication for task activities;(v) Reporting on task completion.

Based on this, the project implementation committee anticipates enhancing the capabilities of 30 startup teams, founders, and co-founders, with a focus on deepening the capabilities of 10 startup teams to refine their business models; securing cooperation agreements with a minimum of 6 companies (product/service sales, investment); developing a training material set to enhance specialized capacity for startup enterprises, founders, and co-founders in sectors (industrial design, tourism-hospitality, fintech, health, medicine, logistics, e-commerce) that can be applied to numerous innovative startup enterprises, founders, co-founders, and other educational institutions.

It can be said that the implementation of Task 1 under Project 844 marks a pivotal moment in solidifying Hoa Binh University’s new position – a place not only for education but also for nurturing and catalyzing the generation of new knowledge and products to serve national development. This initiative focuses on enhancing educational quality while also prioritizing the advancement of scientific, technological, and innovative activities.

The successful launch event for Task 1 showcases the determination of the University as a whole and the project implementation committee in their efforts to meet deadlines and ensure results/products are delivered as required.
