Hoa Binh University was established under the authority of Decision No. 244/QD-TTg on February 28, 2008, issued by the Prime Minister of the Government of Vietnam. The university is nestled within the vibrant locale of 8 Bui Xuan Phai, My Dinh 2 Urban Area, Nam Tu Liem District, Hanoi City. Located in a green, clean, and beautiful urban area, our dormitory is conveniently situated near the My Dinh Stadium and bus station, within the vicinity of major universities, including the National University of Hanoi, the University of Commerce, the University of Education, and the Academy of Journalism and Communication. This prime location facilitates commuting, studying, and networking with fellow students. Our modern and well-equipped dormitory is adjacent to lecture halls, offering favorable conditions for both academic pursuits and job-seeking endeavors by students.

Part I: Mission, Vision, and Core Values

1.1. Mission

  • Provide high-quality education, equipping students with a solid knowledge foundation, innovative capabilities, and adaptability to the global work environment, instill a sense of responsibility toward oneself, family, community, society, and humanity, contribute to a prosperous Vietnam while preserving our rich national identity;

1.2. Vision

By 2045, our goal is to become a leading multidisciplinary university in Vietnam, achieving high rankings within the regional and global higher education systems. We aim to be a center of excellence in high-tech training, health sciences, digital economy, and sustainable development. Additionally, we aspire to be a reputable hub for innovation, scientific research, and technology transfer both domestically and internationally.

  • Quality: Meeting the needs of stakeholders and adhering to national and international accreditation standards for education, scientific research, and community service. Quality is the foundation for building the university’s reputation, creating an educational environment where students “learn genuinely, test genuinely, and achieve genuine quality.”

Part II: Strategic Objectives

2.1. General Objectives

Build and develop Hoa Binh University into a leading multidisciplinary institution in Vietnam by 2045, excelling in education, research, technology transfer, and innovative entrepreneurship.

2.2. Specific Objectives

2.2.1. Education

To train high-quality human resources with a comprehensive vision and capabilities. Graduates from the university will be well-adapted and integrated into the digital economy and society, both nationally and internationally. They will possess professional expertise, innovative capabilities, dynamism, a passion for scientific research, and a blend of knowledge, skills, and professional qualities. The university aims to be a hub for connecting and nurturing outstanding high-level personnel in Vietnam and neighboring countries. The training scale is projected to reach approximately 35,000 students by 2035 and 50,000 students by 2045.

2.2.2. Science and Technology

Establish advanced scientific research centers with nationally and internationally recognized research and transfer products. Develop interdisciplinary research capabilities, leading the digital transformation in Vietnam. Establish science and technology enterprises to conduct consulting activities, technology transfer, and collaborative product development, promoting innovative entrepreneurship and activities related to inventions, patents, and useful solutions.

2.2.3. Facilities and Equipment

Ensure synchronization and modernization of facilities, with IT infrastructure and digitization meeting the requirements of a smart and green university.

Achieve international university accreditation and approximately 5% of key training programs. Aim to rank among the top 50 universities in Vietnam, the top 300 universities in Asia, and the top 1500 young universities globally by 2035. By 2045, aim to rank among the top 30 universities in Vietnam, the top 250 universities in Asia, and the top 1000 young universities globally.

2.2.5. Organization, Staff, and University Governance

Implement a comprehensive university governance system to develop into a modern digital university. Develop a highly qualified management, faculty, and staff team, suitable for the scale and quality of training and scientific research, meeting the requirements of deep international integration.

2.2.6. International Integration

Enhance the internationalization of training programs, especially high-quality programs. Attract international students, lecturers, and experts to study and work at the university. Strengthen connections with international scientific and technological activities, attract foreign experts to teach and participate in scientific research activities, and develop research groups and laboratories in collaboration with foreign partners to increase scientific and technological potential.
