Academic Cooperation: Meeting between the Rector of the Financial University and Presidents of Hoa Binh University

On September 24, 2025, Mr. To Ngoc Hung, Rector of Hoa Binh University, Socialist Republic of Vietnam, visited the Financial University under the Government of the Russian Federation for a working meeting. During this meeting, representatives from both universities discussed the prospects for developing bilateral cooperation in science and education, focusing on experience exchange and strengthening academic ties.

During the visit to the Financial University of the Russian Federation, Associate Professor Dr. To Ngoc Hung, Deputy Secretary-General of the World Peoples Assembly, concurrently the President of Hoa Binh University, met with Dr. Mikhail Eskindarov, Chairman of the Financial University Council. The two leaders discussed potential collaboration between Hoa Binh University, a member of the Sovico Group, and the Financial University, focusing on partnership opportunities for the 2025-2030 period.

Following this meeting, Dr. To Ngoc Hung continued discussions with the administration of the Financial University, with Rector Stanislav Prokofiev presiding over the session.

Hosting the meeting, Prof.Dr.Stanislav Prokofiev, Rector and Assoc. Prof., Dr. Svetlana Solyannikova, Vice-Rector for Research; Assoc.Prof., Dr. Ekaterina Kameneva, Vice-Rector for Academic and Methodological Work; Pavel Seleznev, Dean of the Faculty of International Economic Relations; Anatoly Kislyakov, Director of International Cooperation; and To Thi Tuyet Khanh, Ambassador of Russian Education in Vietnam. Attending from Hoa Binh University, there came People’s Teacher, Assoc.Prof., Dr. To Ngoc Hung, President of Hoa Binh University, Mr. Truong Duy Thai, teacher of Faculty of English Studies.

Rector Stanislav Prokofiev of the Financial University emphasized that the long-standing relationship between Russia and Vietnam exemplifies sincere friendship and deep mutual understanding. He stated, “The development of cooperation between the Financial University and Hoa Binh University meets the challenges of our time and is a logical continuation of the joint efforts of the Russian Federation and the Socialist Republic of Vietnam to deepen our comprehensive strategic partnership, as outlined in the Treaty on the Foundations of Friendly Relations signed on June 20, 2024.”

At the Financial University, over 400 students are currently studying Vietnamese, reflecting a growing interest in the country each year. “We aim to immerse our students in the rich culture and values of the Socialist Republic of Vietnam. I am confident that together we will make significant contributions to training professionals in the financial and economic sectors, further strengthening the bilateral relations between our nations,” Prokofiev highlighted.

People’s Teacher, Assoc.Prof., Dr. To Ngoc Hung expressed gratitude to the leadership of the Financial University for the fruitful collaboration, emphasizing the importance of continuing to develop educational and scientific ties between the two universities.

As a result of the discussions, both parties agreed to hold a joint international Russian-Vietnamese conference, facilitate academic exchanges for faculty and students in linguistics, implement summer programs for students from both countries, prepare and publish research papers involving experts from both institutions, support doctoral student mobility, and organize student internships in banking organizations.
