Hoa Binh University – Nurturing Global Citizens of Vietnam and India
During 25-27 March 2025, in the capital city of New Delhi, India, the President of Hoa Binh University participated in the Asia-Pacific Association for International Education 2025 (APAIE2025) Forum, at the invitation of the APAIE 2025 Organizing Committee and the Government of India.

In 2025, with the theme “Cultivating Global Citizens for the Future: The Higher Education Imperative in the Asia Pacific and Beyond,” APAIE 2025 has drawn over 2,500 policymakers, university presidents, researchers, and educators from around the world to discuss the cultivation of global citizens for the future.

In his opening speech, Professor Dr. Virander Singh Chauhan, President of O.P. Jindal Global University, India, the host institution of APAIE 2025, highlighted the pivotal role universities play in advancing the outlined initiatives by establishing centers for knowledge exchange, cultural exchange, and innovation. Embracing the common goal of “Cultivating Global Citizens for the Future: The Higher Education Imperative in the Asia Pacific and Beyond,” educational institutions in the Asia-Pacific region can collaborate towards nurturing a workforce that is not only academically proficient but also socially conscious, culturally aware, and ready to face the challenges of an increasingly interconnected world, while building a sustainable future for all. The issue of international student mobility was particularly emphasized in the discussions of the four thematic subgroups at the Forum. Through reports revolving around these subgroups – global education and student flows, collaboration, diversity and inclusivity, ideas of global citizenship, scholars, educators, researchers, and policymakers worldwide contributed innovative ideas shaping the future of global higher education.
Aligning with the University’s Development Strategy towards 2035, during the visit to New Delhi, Hoa Binh University engaged in three main activities. Firstly, promoting cooperation in training Bachelor’s degrees in Pharmacy, Nursing, and General Medicine for Indian students in Vietnam, organizing flexible MBA classes for Indian postgraduate students.


Secondly, the announcement of an international scientific presentation on “Training HR Solutions towards Global Citizenship Orientation of Asia-Pacific Universities” was made.

During the discussion session, Ms. Rezia Usman, Regional Director, International Affairs Office, Woosong University (South Korea), and the University of Cambridge (United Kingdom) concurred with the approach outlined in the scientific presentation by Associate Professor Dr. Tô Ngọc Hưng.

Thirdly, negotiations were held with several universities from the United States, New Zealand, and South Korea regarding collaborative training programs in tourism, languages, and healthcare.

According to Associate Professor Dr. Tô Ngọc Hưng, globalization has become an inevitable trend of the times, bringing numerous opportunities for countries while providing favorable conditions for organizations and businesses to thrive. It also serves as a key driver for every individual to become a global citizen. In this context, many universities in the Asia-Pacific region have proactively strengthened cooperation with organizations to ensure that their graduates become quality global citizens, equipped to contribute effectively to the global community.

Research aims to explore issues related to workforce development in line with the global citizen orientation of universities. The goal is to propose training solutions to develop human resources in alignment with the global citizen direction of universities in the Asia-Pacific region. This effort is designed to help learners achieve personal, national, and global excellence, enabling them to actively engage in addressing international challenges.

The preliminary results achieved during the business trip to Delhi include the successful negotiation of 6 MOUs and MOAs and the announcement of 1 international scientific publication. This encompasses agreements such as a Cooperation Agreement with an Indian partner on undergraduate training in the Medical sector, a Cooperation Agreement on mini MBA courses, a Cooperation Agreement with a U.S. partner on the 3+3 short-term program, a student exchange agreement with Sejong University in India, an MOU with Woosong University in South Korea, and an MOU with Alliance University in India for the period 2025-2027../.
